Goplakrishnan (Jagadish), a resident of Hindustan Colony is an educated youth, who works as a newspaper boy. Along with his bunch of friends Gopalakrishnan becomes a candidate and wins the election with stunning majority. Gopalakrishnan starts performing in his own capacity and announces free policing system and cleansing the law and order. Mohammed Iqbal (Siddique), a young dynamic police officer is assigned the task of cleaning up the capital city, who arrests goons.

Sthalathe Pradhana Payyans is a typical Renji Panikkar style political thriller. The background of the story is an ordinary man Gopalakrishnan(Jagadish) from a local colony becoming a minister due to certain circumstances. The challenges he face form the rest of the story. It is a typical Renji panikkar-Shaji Kailas film with hard hitting dialogues set in the backdrop of the political situation in 1993.Jagadish has given a decent performance though he shows his limitation in some dialogue deliveries.Narendra Prasad as the scheming Politician delivers a standout performance.Suresh gopi also delivers in his short cameo.The rest of the cast delivers good performance. As with Renji Panikkar films the heroine Suchithra doesn't have much role and the romantic track is minimal.The Film is a good one time watch mainly due to Ranji Panikkars script and direction by Shaji Kailas and a very good first half.Rating 7/10
