Based on Michael Blodgett's 1982 novel of the same name, it follows Danny O'Brien(Chuck Norris), a cop, trying to stop a serial killer, Simon Moon nicknamed "The Terror". Danny O'Brien is a cop who likes to work alone that never waits for his back up. In L.A. he is trying to apprehend the notorious Simon Moon (Jack O'Halloran), also known as The Terror. Simon has been killing women by snapping their necks and taking them to his lair in an abandoned movie theater. O'Brien is attacked by Simon who almost kills him in the struggle. When the killer flees the scene and climbs up a ladder he slips and falls, knocking himself unconscious. When the backup arrives they think O'Brien caught The Terror and the people of L.A. call him "Hero". Simon is then arrested and taken to jail.When Dr. Highwater (Billy Drago) goes to visit Simon he escapes by cutting through the bars of his cell. He then steals a laundry van by push starting it but loses control and falls straight down into a cliff face. When the media hears about this they pronounce Simon dead and the people of L.A. are relieved.Three years later the murders start back up again and O'Brien thinks it's The Terror has returned to his old hunting grounds...Excellent acting, script, direction, photography, background effects and music. Directed by the acclaimed William Tannen, who has won five Clios, (the industry's highest honor) for clients such as Diet Coke, Ford, Air France, McDonald's, and Pepsi Cola. Tannen has directed films like the political thriller Flashpoint for Tri-Star Pictures, and co-directed Deadly Illusion starring Billy Dee Williams for RCA/Columbia and CineTel Films. Tannen then wrote his first produced screenplay, Cover Up for Dolph Lundgren and Louis Gossett. Capital Films of London produced the film. The monstrous and virtually indestructible man is a Frankestein-alike , acting similarly to Jason Vorhees and Michael Myers .This Chuck Norris vehicle contains action-packed , thrills , chills and lots of blood and violence . Chuck Norris demonstrates his qualities as an action hero on the fights against the largest-than-life murderous by means of punches , kicks , bounds and leaps . This is last film that Menahem Golan , from Cannon film company , produced with Chuck Norris . Large support cast formed by usual secondaries of the 80s such as Steve James , Jeffrey Kramer , Billy Drago , Branscome Richmond and Ron O'Neal as the Mayor . David Michael Frank's screeching musical score was composed by means of synthesizer . The motion picture was regularly directed by William Tannen . This horror-fighting-thriller is an inferior Norris film , in spite of it he was on his best period with hits such as ¨The Octagon¨ , ¨An eye for an eye¨ , ¨Forced vengeance¨ , ¨Lone Wolf MacQuade¨ , and ¨Missing in action¨ , among others . Rating : Below average but entertaining . The picture will appeal to Chuck Norris fans though results to be one of his inferior outings .

This film has a bit in common with another Chuck Norris movie called "Silent Rage", however that movie was the superior film of the two. While Chuck battles a sort of super killer in both movies that film just worked better than this one did. The final fight in that one was more climatic while the one here is anti-climatic. The story is not all bad though it does hold one's interest, but in the end you are left wondering what might have been. Not that "Silent Rage" was all that perfect either, it just worked a bit more than this one. It too had some broken parts to it, just would have been an easier fix in that movie. This one has Chuck reliving his fight with a killer underneath a pier in his nightmares as this fight really hit him hard. This is a great and different take than the usual Norris movie. It then has this killer escape and once again go on a strange and bizarre killing spree. Chuck is positive who the killer is, while others are hesitant to believe that the killer survived the crash that seemingly should have ended his life. There are some interesting cat and mouse in this game, but also some rather dull scenes...scenes that just should not be in a Chuck Norris movie. To many scenes featuring his girlfriend who has little to do with the killer and such. Then there is the final fight which is a yawner that is over very quickly. I was expecting a knock out super fight that was very epic. All the build up is basically wasted though so you end up disappointed. The killer is played by the big guy from "Superman" and "Superman II" and this is like the only other movie I have seen him in. Could have worked, but in the end just to many flaws. Still it has Chuck in it so I am being easier on it as far as my score goes.

This is simply another bad Chuck Norris movie. Norris plays a cop on the trail of a twisted serial killer of women. He put the guy away three years before, but the guy somehow gets through the bars in the nut house he's in by using what looks like dental floss. Then the killer escapes in a cleaning van and drives it over a 400 foot cliff and survives to spend time around a theater undergoing renovation. Irish Jack O'Halloran is the best thing in this movie, but like in Superman II, he doesn't say a word. Somehow that's supposed to make him more menacing. Ron O'Neal of Super Fly fame and Steve James are wasted playing the city's mayor and Norris' sidekick respectively. The film also contains the idiotic subplot of Norris and his girlfriend having a child out of wedlock; it's so 1980's. When coupling Norris' "serious" acting turn with over-the-top musical cues signaling every forthcoming scene in predictable fashion, the film becomes a chore to sit through. The build-up while searching for the killer in the theater is interesting enough with Norris crawling through the shadows to discover the hideaway, but the end fight is disappointing after beginning in such a promising way. It's yet another disappointment from Cannon Films, and it plays like a movie made for television. * of 4 stars.
