Master Panda seems to have spent almost as much time defending his country during World War Two as Paul Terry's Gandy Goose -- although Andy's work had him wearing fewer uniforms. In this one he appears at a dog training center in a variety of roles: mess sergeant and drill instructor, to name two.Unhappily, although its structure, a series of blackout gags, offers a set-up that is very attractive for cartoons, the quality of the gags isn't very good. For a topical cartoon, one that would not be expected to age well, that means this one is below par during a period of very good cartoons.
